My Committee would, therefore, at the risk of appear-ing importunate, once more submit to H.M. Government the desira-bility of effecting a permanent arrangement recognising the main-tenance of the Post Office at Tientsin, and also the other British Agencies at Treaty Ports, as an Imperial responsibility, more particularly as it is felt that the British Municipal Councils will not renew their guarantee next year, and the closure of the British Agency, while the Agencies of other Powers with less interests at stake remain open, would be but little short of a calamity.
